Catawba County Register of Deeds Indicted

Catawba County's Register of Deeds Donna Hicks Spencer's attorney says she will continue serving in that office after being indicted by a grand jury on charges of embezzlement and failing to uphold her obligations as a public official.

The grand jury indictment lists four charges against Spencer: embezzlement by a local or charitable officer, two counts of obtaining property by false pretenses and one count of failing to discharge her duties of the office.

Spencer, who is 55, was elected Register of Deeds in 2004 and re-elected in 2008, 2012, 2016 and last year when she beat two challengers in the GOP Primary.

Spencer is accused of falsely claiming compensation for hours that she didn't actually work and diverting funds for personal use supposedly spent for office supplies. The allegations involve the period from early 2017 through late 2019.

The State Bureau of Investigation conducted the investigation beginning last year that led to the charges. Spencer was released after posting a secured bond.
